Secretary of State John Kerry launched a second day of talks with Israeli and Palestinian negotiators as he ramps up another attempt at a peace deal.

Speaking from Israel, Kerry said it's time to start making hard decisions as talks enter a difficult phase aimed at creating a Palestinian state alongside Israel.

"We are now five full months into this negotiation," Kerry said. "We have always known that achieving peace is a long and complicated process. It's a tough road. But this is not mission impossible."

Israeli Prime Minister Benjamin Netanyahu said the Jewish State wants peace, too, but must have a willing partner.

"The people of Israel and I are prepared to make such an historic peace, but we must have a Palestinian partner who is equally prepared to make this peace," he said. "Peace means ending incitement. It means fighting terrorism and condemning terrorism. It means recognizing Israel as the nation state of the Jewish people."

Netanyahu said recent actions and words from Palestinian leaders make Israelis doubt that the Palestinians are committed to peace.
