Immigration reform will not come before this fall's elections, Republican House Speaker John Boehner told reporters Thursday.

The Ohio lawmaker's pronouncement comes one week after he and House Republican leaders unveiled broad principles for immigration changes.

The changes included legal status for America's estimated 11 million illegal immigrants, tougher border security, and a path to citizenship for the children of  illegal immigrants.

At a news conference Thursday, Boehner said there is simply too much skepticism about whether the president would properly enforce any reforms Congress approved.

"The president seems to change the health care law on a whim whenever he likes," Boehner charged. "And now he's running around the country telling everyone that he's going to keep acting on his own, keeps talking about his phone and his pen. And he's feeding more distrust about whether he's committed to the rule of law."

"Listen, there's widespread doubt about whether this administration can be trusted to enforce our laws," he continued. "And it's going to be difficult to move any immigration legislation until that changes."

Rep. Paul Ryan, R-Wis., and Senate Minority Leader Mitch McConnell, R-Ky., have also said passing a bill is unlikely this year.
