The Republican-controlled House of Representatives voted this week to block President Barack Obama's plan to limit carbon pollution from new power plants.
Members passed the Electricity Security and Affordability Act in a 229-183 vote.
The bill targets the Obama administration's proposal to combat climate change by cracking down on carbon emissions.
The vote is part of the GOP's election-year strategy to fight back against what Republicans call a "war on coal" by the Obama administration.
The measure would prevent the Environmental Protection Agency from imposing carbon emissions limits that can't be met by coal-fired power plants with the most efficient emissions control technology.
Ten Democrats, mostly from coal-producing states or the South, joined Republicans in support of it. Three Republicans opposed the bill.
