The stories coming out of Utah are heartbreaking, with flood waters engulfing vehicles and sweeping them away.
Three women and 13 children died when their vehicles where overtaken by the floods. One person is still missing.
In nearby Zion National Park, four people were killed by flash floods and three remain missing.
"I join with other Utahns in mourning today the lives lost in two tragic incidents at Zion National Park and Hildale," Utah Gov. Gary Herbert said. "Jeanette and I send our thoughts and prayers to the families and friends of those who have lost loved ones. I thank the first responders, volunteers, and other officials involved in the recovery effort."
The Hildale Assistant Fire Chief said the flooding started overnight, catching most people off guard.
Gov. Herbert issued a warning to residents and tourists.
"Today's tragedy also serves as a reminder to residents and those visiting our state to take appropriate precautions and be aware of the factors that contribute to dangerous flash floods," he said. "This includes strong thunderstorms and intense rainfall that can take place over several hours or even just a few minutes."
The Utah National Guard has been mobilized to help with search and rescue efforts.
