Michigan Gov. Rick Snyder is addressing the Flint water in a speech to the state Congress Tuesday.
Snyder has admitted mishandling the situation, but he says he won't step down.
On Saturday, President Barack Obama declared a state of emergency, allowing FEMA and the National Guard to step in and start distributing bottled water to the city's 100,000 residents.
FEMA is also providing lead testing and water filters.
The problem started in 2014 when the city switched its water source from Lake Huron to the Flint River in a money-saving effort, which eventually caused corrosion of the aging pipes and contaminated the water with lead.
