President Barack Obama's nuclear deal with Iran may face serious troubles in Congress.

Sen. Lindsey Graham, R-S.C., said Sunday there's no chance Congress will approve the plan, which he described as "deteriorating before our eyes."

Speaking on "Fox News Sunday," Graham said the deal "is so weak in a time when we need to be strong." And he doubts that Democrats or Republicans will go along with the deal as it stands.

"I don't think there's a snowball's chance in hell this framework will get approved by Congress after review," Lindsey said. "I don't think any Republican or Democrat is going to allow that to become final."

Graham says economic sanctions can't be lifted until Iran changes its behavior.

His remarks came after the president said Friday that Iran may get immediate relief from the sanctions after the deal is finalized, something Iran has wanted but the U.S. had opposed.

Graham said Ayatollah Khamenei's insistence on sanctions relief while disallowing foreign inspectors access to military sites won't fly with Congress.

"The ayatollah's saying he gets immediate sanctions relief with no intrusive inspections," he noted, saying the Senate will not approve a final deal that doesn't require "anytime, anywhere inspections."

The president's critics say he's once again just giving into Iranian demands.
