Prosecutors in Italy are building their case against the traffickers responsible for what may be the Mediterranean's worst migrant disaster.
Italian prosecutors have arrested the Tunisian captain and a Syrian crew member of the migrant ship that capsized off the coast of Libya. They've charged the captain with reckless homicide in the deaths of as many as 900 migrants.
Both the captain and crew member are charged with favoring illegal immigration.
Authorities have brought the 27 survivors to a migrant holding center in Catania, Sicily. Flavio Di Giacomo, of the International Organization for Migration, says they were "very tired, very shocked, silent."
A spokesman for the United Nations High Commissioner for Refugees says about 350 of those who drowned were likely Eritreans. Others included people from Syria, Somalia, Sierra Leone, Mali, Senegal, Gambia, Ivory Coast, Ethiopia and Bangladesh.
Spokesman Adrian Edwards says about 1,300 migrants have drowned in the Mediterranean in April, taking the year's death toll to more than 1,776 already.
Meanwhile, European Union leaders are working on a plan to discourage the migrant smugglers by undermining their finances and their vessels.
