At least 3,400 of the 20,000 foreign fighters flocking to join terrorist organizations come from Western nations.

It's one reason Australia has been cracking down on home-grown terrorism.

On Tuesday, counter-terrorism officials arrested two men planning to carry out an attack in western Sydney.

Authorities say they seized a video that shows one of the suspects kneeling in front of the Islamic State flag with a knife and machete while threatening to commit "violent acts."

Police also seized a home-made ISIS flag, a machete and a hunting knife.

"It was beyond disturbing, what was planned," New South Wales Premier Mike Baird told reporters. "Certainly, something catastrophic was avoided yesterday and for that we should be very thankful."

Australian authorities estimate that at least 70 of its citizens have joined ISIS in Syria and Iraq.

"Regrettably there are those out there, some living in our midst, who would do us harm -- but your government, at every level, will do whatever we humanly can to keep you safe," Australian Prime Minister Tony Abbott said.
