Obama's 'Midnight' Regulations 'Strangling' Businesses

Before he leaves office, President Barack Obama is leaving his mark behind, with more new federal regulations.

They're called "midnight" regulations when a president slips them through just before he leaves office, and Republicans in Congress are unable to stop them.

One research fellow at the Heritage Foundation told Roll Call that Obama has been in a different league in terms of heavy regulations.

And leading Senate Republicans say he's trying to achieve by regulation what he can't do through legislation from Congress.

Sen. John Cornyn, R-Texas says his constituents complain about "strangling" rules from the EPA, Labor Department and Consumer Financial Protection Bureau.
