The Republican-led House of Representatives have passed a bill that would make it easier for Congress to sue a president for not enforcing federal laws.
But the White House assured the president would veto the legislation. Senate Majority Leader Harry M. Reid, D-Nev., called the measure "dead on arrival," the Washington Post reported.
Conservatives and some liberals have criticized President Barack Obama for simply picking and choosing which laws he decides to support.
"Throughout the Obama presidency we have seen a pattern: President Obama circumvents Congress when he doesn't get his way," Rep. Bob Goodlatte, R-Va., chairman of the Judiciary Committee, said.
Under the bill, the House or Senate would have a fast track against any president who failed to carry out the constitutional duty to enforce the law.
Some Republicans point out that when President Obama was an Illinois senator, he warned about the growing power of the presidency.
Now Republicans say he's abusing that power itself.
Rep. Zoe Lofgren, D-Calif., defended Obama, saying having "do-nothing Congress" wasn't enough for Republicans, they wanted to "have a do-nothing president."
